Successful development projects require robust Monitoring, Evaluation, and Learning (MEL) systems to ensure they achieve their intended impact. Without a structured MEL framework, organizations risk inefficient resource allocation, poor decision-making, and failure to scale sustainable solutions.


The Monitoring, Evaluation, and Learning (MEL) for Development Projects Program is designed to equip development professionals, NGO leaders, government agencies, donors, and project managers with practical MEL strategies, tools, and data-driven approaches to assess project effectiveness, enhance accountability, and drive continuous learning.


This immersive, in-person training program integrates hands-on data collection, impact assessment methodologies, and real-world case studies, ensuring participants can design, implement, and optimize MEL systems for various development projects, including agriculture, health, education, gender equality, and environmental sustainability.


By the end of the program, participants will earn a MEL for Development Certification, positioning them as leaders in evidence-based project management and impact-driven development.

Program Curriculum

Module 1

Introduction to Monitoring, Evaluation & Learning (MEL) in Development Projects

  1. Understand MEL principles, frameworks, and global best practices.
  2. Learn the differences between monitoring, evaluation, and learning (MEL) vs traditional M&E.
  3. Explore MEL models used by international organizations such as USAID, UNDP, and the World Bank.
  4. Develop an MEL framework tailored to a specific development project.

Module 2

Designing MEL Plans & Logical Frameworks (Logframes)

  1. Learn how to develop Theory of Change (ToC) and Logical Frameworks (Logframes) for projects.
  2. Understand how to set Key Performance Indicators (KPIs), baselines, and targets.
  3. Identify data collection tools and methodologies for effective MEL implementation.
  4. Develop an MEL plan aligned with donor expectations and organizational objectives.

Module 3

Data Collection, Analysis & Visualization for MEL

  1. Learn quantitative and qualitative data collection techniques (surveys, focus groups, participatory assessments).
  2. Explore mobile data collection tools (KoboToolbox, ODK, CommCare) and remote sensing applications.
  3. Understand data cleaning, analysis, and visualization techniques using Excel, Power BI, and GIS mapping.
  4. Develop a data-driven MEL dashboard for real-time project monitoring.

Module 4

Evaluating Project Impact & Measuring Success

  1. Learn different evaluation types (process, outcome, impact, and cost-effectiveness evaluations).
  2. Understand how to conduct mid-term, final, and post-project evaluations.
  3. Explore Randomized Control Trials (RCTs), participatory evaluations, and case study methodologies.
  4. Develop an evaluation matrix and reporting structure to assess project impact.

Module 5

Learning, Adaptive Management & Knowledge Sharing

  1. Learn how to create learning loops for continuous project improvement.
  2. Develop knowledge-sharing strategies to enhance stakeholder engagement and policy influence.
